China Environmental Labelling

China Environmental Labelling Program is an effective tool for guiding the society, the public and enterprises to improve environmental behaviour, sustainable consumption, and green development in a market economy. It is one of the most recognized green product certification labels, and the most successful voluntary product certification system in China. Since established in 1994, China Environmental Labelling has set a comprehensive system covering standard setting, certification, inspection, and quality assurance.
To date, the Ministry of Ecology and Environment has issued 132 environmental labelling standards, with 109 currently in force. More than 7,000 enterprises and 3.66 million product specifications and models across diverse industries—including printing, furniture, building materials, textiles, electronics, automobiles, daily chemicals, and packaging—have obtained China Environmental Labelling Product Certification. This has formed a green market with an annual output value exceeding RMB 5 trillion, creating a high level of consumer awareness, driving sustainable consumption and production in an all-around way, and facilitating major industries in their green transformation and development.
Over the past 30 years, China Environmental Labelling has delivered exceptional outcomes in five key areas, including leading sustainable consumption and production, supporting environmental governance system, achieving the comprehensive performance of resource and environment, protecting human health, and fostering international recognition and cooperation in eco-labelling.

China Environmental Labelling Leads Sustainable Consumption and Production
China Environmental Labelling has significantly increased public awareness and practice of sustainable consumption, with recognition rising from 7.6% in the 1990s to 70.95% nowadays. Its impact on consumers -- the proportion of actual behaviours -- has increased from 25% in the 1990s to more than 60% in recent years. Meanwhile, China Environmental Labelling has enhanced the capabilities of sustainable production among China’s enterprises. Certified product categories have grown exponentially, with 3.66 million specifications and models by 2023 compared to only 10 in the beginning. An increasing number of listed companies are seeking China Environmental Labelling Product Certification.

China Environmental Labelling Actively Supports the Construction of Environmental Governance System
China Environmental Labelling effectively supports the construction of ecological environment governance system. It provides supporting standards and important tools for key national pollution prevention and control initiatives of creating blue sky, clear water and clean soil, and contributes to building "zero-waste cities". China Environmental Labelling has offered continuous support to industrial management bodies in their green industrial policies to achieve high-quality development, provided systematic support to the green procurement system led by the financial departments, and successfully led the product environmental-oriented policies of multiple departments. China Environmental Labelling has assisted the environmental protection supervision. The environmental violation rate of enterprises with certification of China Environmental Labelling is significantly lower than that of general enterprises in each individual year.

China Environmental Labelling Strives to Achieve the Comprehensive Performance of Resource and Environment
China Environmental Labelling standards have been largely exceeding national minimum allowable values of the same period in areas such as key pollutant emissions, energy conservation, and solid waste recycling. According to the results of a sample survey of enterprises with certified products in the past 10 years, they have consistently demonstrated steady improvement of resource and environmental performance. Compared to national standards, typical environmental labelling products such as furniture have developed significant potential for reducing emission and minimizing environmental impacts throughout their life cycle.

China Environmental Labelling Effectively Protects Human Health
China Environmental Labelling has protected the health of consumers and producers in many practical settings such as family daily life and industrial production. For daily-life setting, the human toxicity potential of products with China Environmental Labelling is significantly lower than general products benchmarked by national standards. For home decoration setting, campus setting and printing setting, China Environmental Labelling helps reduce human toxicity potential.

China Environmental Labelling is Actively Seeking International Recognition in Eco-labelling
China Environmental Labelling has achieved breakthroughs in the integration and cooperation with international eco-labelling, harvesting significant international influence. China Environmental Labelling has established cooperation agreements with eco-labelling program from countries and regions such as Germany, Nordic, Japan, South Korea, and Australia, achieving mutual recognition of environmental labelling. The green public procurement initiative, supported by China Environment Labelling, has received boosted international influence, and is demonstrated and promoted on the international stage. According to the assessment of the global sustainable public procurement practice based on indicators of the United Nations Sustainable Development Goal 12.7.1, with the support of China Environmental Labelling, China's sustainable public procurement has reached the international advanced level and is continuously improving.
As China's earliest, wider-encompassed and most influential product-oriented environmental policy, China Environmental Labelling will adhere to the systematic management goal of “reducing carbon emissions and pollution, expanding green growth”, and further connect environmental management with industrial development to effectively reduce the resource and environmental costs in the process. It is committed to supporting China’s coordinated efforts of high-quality economic and social development and sound environmental protection, driving the modernization and transformation of China’s environmental governance system, and establishing the green, low-carbon, and circular economy.
